Yemen’s rival factions announced on Tuesday that they had agreed to release thousands of detainees in what would be the largest prisoner exchange since the country’s civil war began more than a decade ago. If carried out, the swap would mark a rare moment of cooperation in a conflict that has otherwise remained deeply entrenched.
Under the agreement, roughly 2,900 prisoners would be exchanged between the Houthi rebels and Yemen’s internationally recognized government. Abdul Qader al-Mortada, the Houthi official responsible for prisoner affairs, said the deal involves 1,700 Houthi detainees being released in return for 1,200 prisoners held by the government, including several Saudi and Sudanese nationals.
The agreement was reached after nearly two weeks of closed-door negotiations in Oman, with mediation from the United Nations and the International Committee of the Red Cross. Oman has increasingly positioned itself as a key regional broker, helping facilitate dialogue in a war that has drawn in multiple outside powers.
Yemen’s conflict began in late 2014 when the Houthis seized control of the capital, Sanaa. Although a truce in 2022 reduced large-scale fighting, the war has largely stalled without a lasting political settlement. The fighting has devastated an already impoverished country, killing hundreds of thousands and fueling one of the world’s worst humanitarian crises.
Regional involvement has further complicated the conflict, particularly the roles played by Saudi Arabia and the United Arab Emirates. More recently, an Emirati-backed separatist group carried out a swift takeover of parts of southern Yemen, weakening the Saudi-backed government and underscoring how fragmented the country has become.
Prisoner exchanges are widely seen as a litmus test for whether both sides are serious about pursuing peace. The last major swap took place in April 2023, when around 900 detainees were released. U.N. officials welcomed the new agreement as a constructive step but warned that progress depends on quickly finalizing the list of names—an issue that has derailed past efforts.
Human rights groups continue to raise concerns about detainees held by the Houthis, noting that many are civilians used as leverage in negotiations. While the internationally recognized government mostly holds captured fighters, Houthi-run prisons reportedly contain aid workers and ordinary citizens. Scores of U.N. staff remain detained under separate talks, highlighting how humanitarian access and the rule of law remain central challenges as the international community pushes for a stable, accountable resolution to the conflict.
