A deadly drone strike in eastern Democratic Republic of Congo killed three people Wednesday, including a humanitarian worker, raising new concerns about escalating violence in the region despite recent diplomatic efforts to stabilize the conflict. The attack occurred around 4 a.m. in the city of Goma, an area currently controlled by the M23 militia, which has been widely linked to support from neighboring Rwanda.
No group immediately claimed responsibility for the strike, which targeted a lakeside home near Lake Kivu. The incident highlights the fragile state of the region even after a U.S.-brokered peace agreement between Congo and Rwanda aimed at ending the long-running conflict in eastern Congo. President Trump had previously announced that the agreement represented a major step toward ending the violence.
The neighborhood struck by the drone attack is known to house several senior figures connected to M23. A residence belonging to the wife of former Congolese President Joseph Kabila is located nearby. Kabila himself was reportedly in Goma at the time of the strike but not inside the home, according to advisers familiar with his whereabouts.
One of the victims was identified as Karine Buisset, a French national working with UNICEF. Witnesses said the first explosion struck the waters of Lake Kivu, followed minutes later by a second blast that hit the house where she was staying. The United Nations confirmed that Buisset and two other civilians were killed in the attack.
United Nations officials condemned the strike and warned that the increasing use of armed drones in the conflict poses serious risks to civilians and humanitarian workers operating in the region. International leaders, including French President Emmanuel Macron, also expressed condolences and called for strict adherence to humanitarian law.
Analysts say drone attacks have become more common in eastern Congo’s conflict zones in recent months. According to the conflict-monitoring group ACLED, the Congolese military has carried out dozens of air and drone strikes this year alone as fighting with rebel groups continues.
The attack is another sign that the cease-fire between Congo and Rwanda remains fragile. Although a peace agreement was signed last year with support from Washington, clashes between Congolese forces and M23 militants have persisted, and tensions between the governments involved remain high.
