Sergei V. Kiriyenko, a quiet and calculated technocrat, plays a pivotal role in turning President Vladimir Putin’s ideas into concrete actions. Described by a visiting businessman as a calm and ambitious bureaucrat, Kiriyenko’s most notable task has been overseeing operations related to the political and military aspects of Russia’s invasion of Ukraine. From stage-managing the referendums in occupied Ukrainian territories to controlling the narrative within Russia, Kiriyenko has become one of the central figures in Putin’s administration, gaining power in recent years by taking on more responsibilities, particularly after another aide voiced dissent over the invasion.

As the first deputy chief of staff, Kiriyenko manages a vast array of initiatives. His office has pushed patriotic initiatives in schools, focusing on shaping the views of young Russians to align with Putin’s narrative. At the same time, he has actively suppressed dissent, with thousands of antiwar figures facing prosecution or forced exile. This approach to control, which blends propaganda with oppression, is a key element of Kiriyenko’s work, reflecting his commitment to preserving Putin’s vision and maintaining the regime’s grip on power.

Kiriyenko’s efforts have not been limited to Russia’s borders. He has also taken a role in managing relationships with breakaway regions of Georgia, showcasing his expanded influence in foreign policy. His success in consolidating power within the Kremlin is seen as both a testament to his effectiveness and his opportunistic nature.
