President Trump has made a bold political gamble by pledging to end the war in Ukraine, even claiming he could do so “in 24 hours.” One of his most controversial moves yet involves placing 50 percent tariffs on Indian oil imports from Russia, a decision that could significantly affect U.S.-India relations. This move comes at a time when India, the world’s most populous democracy, and the United States, its most powerful, have been strengthening their partnership, particularly in the face of a rising China.

The relationship between the U.S. and India has always been unique—friendly but not particularly close. While both countries share mutual interests and values, especially in recent decades, Trump’s decision to increase tariffs could test the strength of this bond. India, in an effort to meet its growing energy demands, has turned to purchasing Russian oil at discounted prices, a practice that has raised the ire of the U.S. Trump has accused India of aiding Russia in funding its war on Ukraine, but India maintains that it needs affordable oil for its fast-growing economy.

India’s response to these tariffs has been sharply critical. Indian officials have called the move “unfair, unjustified, and unreasonable,” pointing out that other countries, including China and Turkey, have deepened their energy ties with Russia without facing similar penalties. This discrepancy has caused frustration among Indian leaders, as the nation finds itself targeted despite being one of many engaging in the purchase of discounted Russian oil. Analysts are concerned that this tactic could damage the long-standing ties between India and the U.S., which have grown in importance over the past 25 years.

Atul Keshap, a former U.S. diplomat, emphasized the value of the U.S.-India partnership, noting that both countries have gained mutual prosperity through collaboration. India plays a vital strategic role in countering China's growing influence in the Indo-Pacific region, and many American companies, including Apple, have moved parts of their manufacturing to India. With India hosting the upcoming Quad Leaders' Summit later this year, the uncertainty surrounding Trump’s stance could complicate the dynamics of this partnership.

However, the impact of this escalating conflict may ultimately hurt India more than the U.S. If India halts its Russian oil imports, it could face domestic political repercussions, as higher oil prices would burden consumers and hinder economic growth. On the other hand, if India chooses to ignore the tariffs and continue its oil trade with Russia, the potential economic cost could be severe. The U.S. is India’s biggest trading partner, and the tariffs could cut Indian exports to the U.S. in half, which would have a devastating impact on India’s economy.

The stakes are high for Prime Minister Narendra Modi’s government, which has built its foreign policy around cultivating stronger ties with the U.S. Modi has long praised Trump’s leadership, calling him a “true friend” of India. However, this relationship appears to be under threat, as Trump’s priorities shift in favor of more immediate geopolitical goals, such as securing a deal with China and intensifying pressure on Russia. Modi now faces a delicate balancing act between preserving his relationship with the U.S. and addressing domestic economic concerns.

Whether Trump’s tariffs will actually be imposed remains uncertain. The executive order specifies that the tariffs would take effect within a month, but there is room for adjustment depending on the situation. Trump has also indicated that he will examine other countries’ purchases of Russian oil, but so far, there is no indication that he intends to target China, the largest buyer of Russian oil. As Trump’s focus shifts to securing trade deals with China and continuing to pressure Russia, the future of U.S.-India relations remains unclear, and India’s position in his strategic priorities appears less certain than it once was.
