Albania's government introduced Diella, an avatar powered by artificial intelligence, to help combat the country's endemic corruption and to show progress in their efforts to join the European Union. Created by the National Information Agency, Diella was designed to assist with government processes like awarding public contracts and helping citizens navigate bureaucratic systems. While the initiative has earned international attention, the project now faces scrutiny as the agency behind Diella is under investigation for corruption related to public contracts.

Diella has garnered praise for improving transparency and streamlining the application process for services, eliminating the need for bribes. However, a scandal involving the agency's leadership, including accusations of bid-rigging, has overshadowed its work. The agency’s director and her deputy are under house arrest after being implicated in manipulating contract applications. Prime Minister Edi Rama has remained cautious, supporting the investigation but declining to pass judgment on the accused officials.

Despite the scandal, Diella continues to serve as a symbol of Albania's commitment to fighting corruption. Experts, such as Andi Hoxhaj from King's College London, argue that Diella helps to signal Albania’s efforts to address corruption and improve its public procurement system. Yet, questions remain about whether an AI minister, created by an agency now facing corruption charges, can be fully trusted to detect graft or if it could inadvertently overlook some evidence.

The scrutiny surrounding Diella highlights the challenges Albania faces in meeting EU standards for anti-corruption measures. While some praise the efficiency and impartiality that the AI brings, others are concerned that it could be manipulated by unreliable data or ignored evidence. For Prime Minister Rama, the focus remains on improving Albania’s fight against corruption, even as he acknowledges the imperfections of the system. As investigations continue, it remains unclear whether Diella will be able to overcome the shadows cast by the agency’s leadership scandals.
