May 16th, 2026 - Félicien Kabuga, Accused Financier of Rwanda’s Genocide, Dies in U.N. Custody

Félicien Kabuga, one of the most wanted suspects connected to Rwanda’s 1994 genocide, died on Saturday in The Hague while still in United Nations custody. He had been accused of helping finance and organize the violence that killed more than 800,000 people, but he was never fully tried after a tribunal ruled that dementia made him unfit to stand trial.

Kabuga was once one of Rwanda’s richest businessmen and was accused of using his fortune to support the militias that carried out mass killings, mainly against the Tutsi minority. Prosecutors said he helped supply weapons, including machetes, and backed radio broadcasts that encouraged violence.

After the genocide, Kabuga spent more than two decades as a fugitive, moving through several countries and allegedly using aliases and connections to avoid arrest. A warrant was issued for him in 1997, but he was not captured until 2020, when French authorities found him living near Paris.

His arrest was seen as a major moment for survivors and international prosecutors, who had long sought to bring him before a war crimes tribunal. He faced charges including genocide, incitement to genocide, conspiracy to commit genocide, and crimes against humanity, all of which he denied.

The trial, however, stalled as questions grew over his health. In 2023, judges determined that Kabuga was not mentally fit to continue and was unlikely to recover enough to stand trial. The decision left survivors frustrated and kept the case unresolved.

Kabuga’s death closes one of the last major cases linked to the Rwandan genocide without a final verdict. For many survivors, his passing means that one of the men accused of enabling the massacre will never face full legal accountability.
